Negotiations
The Caribbean Regional Negotiating Machinery (CRNM) has
received financing from the Inter-American Development Bank
toward the cost of the Support to the Caribbean Regional
Negotiating Machinery (CRNM) in Preparing for and
Undertaking the Caribbean Community’s External Trade
Negotiations (ATN-SF-8640-RG), and intends to apply part of
the proceeds for consultancy services in WTO Affairs.
The general objective of the project is to
enable CARICOM Member States to effectively negotiate
multilateral, regional and bilateral trade agreements,
thereby facilitating their successful integration into the
global economy. To achieve the above mentioned objectives,
the project includes two (2) components: (i) Strengthening
the Technical Capacity of the CRNM; and (ii) Strengthening
the CRNM’s Capacity to Facilitate Member States’
Participation in Negotiations.
The Caribbean Regional Negotiating Machinery now invites
suitably qualified consultants to indicate their interest in
providing the services for the consultancy of
WTO
Liaison Officer.
Interested consultants must be citizens or bona fide
residents of IADB member countries and their eligible
territories and dependencies. Consultants will be selected
in accordance with the procedures set out in
Policies and Procedures for the Procurement of Consulting
Services
(GN-2220-10) that
may be obtained at the IDB website
www.iadb.org.
SCOPE OF WORK
The objective is to employ a consultant WTO Liaison Officer
who will undertake activities that will facilitate rapid
decision-making and coordination among Caribbean Negotiators
as well as in COTED and Prime Ministerial Subcommittee on
External Trade Negotiations which are the two bodies that
supervise CRNM’s work.
To facilitate decision making and a
two-way flow of information between the CRNM Technical Staff
in the Caribbean and CRNM’s office in Geneva, the Consultant
will:

Undertake analytical work on
WTO documents;
·
Research and formulate
cohesive CARICOM positions which anticipate and react to
both WTO and Member States positions;
·
Prepare briefing papers and
positions on WTO documentation for the benefit and use of
CRNM and CARIFORUM;
·
Distil and disseminate
information received from the WTO, CRNM’s Geneva office as
well as from other sources;
·
Establish and operate a
Rapid Response Mechanism for WTO issues;
·
Organise and participate in
WTO Technical Working Group meetings and consultations with
Member States with a view to coordinating regional
positions;
·
Provide in consultation with
CRNM’s Senior Director and CRNM Staff in Geneva, technical
advice to Member States on matters pertaining to WTO
negotiations;
·
Travel as and when necessary
to Geneva to back-stop the operations of the CRNM team
there.
In
discharging the duties and responsibilities set out above,
the Consultant Coordinator for WTO Affairs will be expected
to:

Work in close collaboration with CRNM’s Senior Director and
the CRNM Staff in Geneva in providing regular reports on WTO
negotiations to Member States, COTED and Heads of
Government;
·
Liaise with WTO officials and Member States with a view to
coordinating regional positions;
QUALIFICATIONS/EXPERTISE
a.
At least a postgraduate
degree at Masters level in Economics, Trade Law or
International Relations;
b.
Specific experience of at
least three (3) years on WTO issues;
c.
Minimum of three (3)
years of experience in the Caribbean region;
d.
Fluency in English.
Knowledge of Spanish and French languages will be an
additional asset.
SELECTION CRITERIA
The individual selected for the job will
be requested to have in-depth demonstrated knowledge of
international trade and multilateral trade negotiations,
familiarity with WTO issues, and leadership experience in
trade negotiations.
DURATION OF THE CONSULTANCY

The consultant will be
offered a twenty (20) month contract in the first instance
and will be based in the CRNM’s Barbados office, with
frequent travel to Member States and Geneva as necessary;
·
The consultancy is expected
to commence in May 2008 or as soon as possible thereafter.
